Otera has been named a Horizon Enterprise Innovator in HFS Horizons: Agentic Technology 2026. We’re one of the 12 tech firms assessed in the report for their role in powering enterprise agentic transformation.
HFS Research is a leading global research and advisory firm that works with Fortune 500 and Global 2000 leaders on IT and business transformation. Its Horizons reports rank tech and service providers on how they create enterprise value.
This year’s edition covers the firms building, deploying, and governing autonomous agents in real enterprise environments, spanning hyperscalers, SaaS and ERP providers, and agentic AI-native companies.
Inside the HFS Horizons report
HFS Horizons: Agentic Technology, 2026 looks at the layer of the market where agentic AI actually meets the enterprise.
Not the foundation models that supply the intelligence, or the end users who consume the outcomes, but the firms in between that orchestrate, govern, and deliver agentic AI-led work inside production environments.
HFS Research grades each firm across three Horizons:
- Horizon 1 (Disruptors) drive functional efficiency.
- Horizon 2 (Enterprise Innovators), where Otera sits, enable end-to-end alignment across the front, middle, and back office, with value measured in stakeholder experience, enterprise agility, compliance, and business impact.
- Horizon 3 (Market Leaders) push toward Services-as-Software, where software delivers the service end-to-end.
The assessment ran on vendor briefings, client and partner reference checks, and analyst analysis, with data collected between September 2025 and January 2026.
And notably, no firm in this study placed in Horizon 1, which serves as a reflection of how quickly the cohort has matured.
The work behind the recognition
Otera's work runs in production across some of the largest insurance, financial services, and operations organizations in Europe, replacing manual workflows with autonomous agents that decide and act end-to-end.
With Otera, CED, a top European claims handling group, now handles 600,000 annual emails with 90% straight-through intake and zero backlog. Saab reached 97% accuracy and 50%-60% straight-through processing on regulated compliance documents.
Otera (previously DeepOpinion) delivers governed automation for regulated, high-volume operations, with high-accuracy decisioning and maximum straight-through processing via a structured HITL-to-STP ramp and a non-disruptive intelligence layer that enables autonomy, strengthens compliance, and accelerates global scale, without ripping and replacing core systems.
The recognition sits within a broader finding from HFS Research: that the most capable agentic AI firms have moved beyond orchestration, with agents now planning, executing, and closing workflows autonomously, while humans govern exceptions rather than driving every step.
Horizon 2 Enterprise Innovators in the report demonstrate the ability to enable end-to-end organizational alignment across front, middle, and back offices, with value creation focused on stakeholder experience, enterprise agility, improved compliance, and measurable business impact.
