Most enterprise AI architectures put the decision inside the model. That works until the model is replaced, an auditor asks why a claim was denied, or the business needs to change a rule.
For an autonomous operation in insurance, banking or GBS, the decision has to live somewhere more stable: in logic the business owns, can read, and can change without touching the model.
Otera has been included as a vendor in Gartner's "Analyst Take: Use Neurosymbolic AI to Power Autonomous Enterprise Architecture", published on September 30, 2026. It's the second Gartner publication on neurosymbolic AI to include Otera this year, after "Neurosymbolic AI, a Shortcut to Agentic Systems Governance" in August.
Everything that follows is Otera's own view and doesn't represent Gartner's analysis or opinion.
The model reads, and the citation decides
In Otera's architecture, language models do the reading. They turn policy wording, SOPs, contracts and incoming documents into facts and encoded logic, and they don't make the decision.
Every decision is made by deterministic logic compiled from the customer's own policies, and it carries the clause that produced it. Otera's Proof Agent does the compiling: it reads unstructured contracts, regulations and policies and turns them into rule sets that apply the same way every time.
When a case can't be decided from the policy as written, the case stops with a cited reason, and a person takes it from there.
Decisions that survive the next model change
AI models get replaced every few months. In an architecture where the model decides, every replacement is a migration, and every decision made before it gets harder to explain.
In Otera's architecture, the decision logic sits in its own layer, apart from the model and readable by the business. A new model can improve how documents are read without changing what the policy decides, and the business keeps its policies, corrections and decision history.
Intelligence Capital stays with the business
The logic an operation runs on is its Intelligence Capital: the documented policies and procedures, and the undocumented judgment of its most experienced people.
Otera encodes both into decision logic the business owns, so the knowledge that makes an operation distinctive never gets locked inside a model.
"Autonomy is an architecture decision before it's an AI decision. If the decision lives in the model, it changes when the model changes, and nobody can show an auditor why it was made. We keep each decision in logic the business owns and can read, and we let the model do what it does well, which is reading."

About Otera
Otera brings autonomous operations to the enterprises the world depends on. Mission-critical, regulated work that once required humans at every step now runs end to end on governed agents that decide and act on deterministic logic the business owns and its people can read and understand, with every decision carrying the clause behind it. Operations scale without headcount scaling with them. Trusted by Allianz Partners, Siemens and SAAB.
