Enterprises running banking, insurance or GBS operations have stopped asking whether AI can read a document.
The question now is what the enterprise shows a reviewer, an auditor or a customer who challenges a decision. A confidence score is not an answer. No probabilistic system, human or machine, can serve as the system of record for a regulated decision.

Everything that follows is Otera’s own view and does not represent Gartner’s analysis or opinion.
Otera builds autonomous operations on a neural and symbolic architecture. Specialized language models convert policy wording, SOPs, and contracts into encoded logic, but they don’t decide. Otera formalizes the rules held in those documents into an Agentic Decision Graph, which carries the customer’s rules in two languages, one people read and one the machine executes, matching line for line. The model formalizes and the code decides.
The consequence is operational rather than architectural.
The same inputs produce the same decision every time, with the clause that produced it attached. When a rule changes, the business changes the rule instead of a prompt. When an auditor asks why, the answer is a line of the customer’s own logic rather than a reconstruction of what a model may have inferred.
That distinction is what makes regulated deployments possible in the first place.
SAAB runs Otera on regulated compliance documentation in defense and aerospace. Allianz runs claims operations targeting 30 regions and more than five insurance lines. In both, the audit trail carries the rule behind every decision, which is the condition these industries impose before any decision leaves human hands.
"Every enterprise evaluating agentic AI for a regulated operation arrives at the same question. When the regulator asks why this claim was denied, what do we show them? A model’s confidence score is not an answer. The clause that produced the decision is. That is the line between a system that helps an operation and a system that runs one."
